The Azure Convocation of Keels
Public lore preserves the setting's disagreements and uncertain histories.
Fleet House Consortium — Azure Isles#
"They feud like cats and close ranks like stone. I have never once seen an outsider crack that particular formation." — Corsair Coasts captain
The Azure Convocation of Keels is the formal alliance of the fleet-houses that collectively monopolize blue-water trade, escort contracts, and chart libraries across the Azure Isles. Founded as a defensive measure against Corsair Coast raiding three generations ago, it has since become the primary mechanism by which the great fleet-houses negotiate their commercial boundaries without fighting outright naval wars over them. Each member house controls specific routes, archive sections, and seasonal escort windows; disputes over these allocations are adjudicated at the Convocation's annual session in Tel Ivara with elaborate formal courtesy and occasionally with bribed officials.
The Convocation's members feud artistically. Long-standing grievances between houses are expressed through competing architectural commissions, rival patronage of scholars, and the systematic hiring away of each other's chart-masters. They dispute precedence at public ceremonies with the intensity other nations reserve for border skirmishes. Then, whenever an external power threatens the Isles' maritime supremacy — a Heartland fleet expansion, a Corsair bloc claiming open-water routes, or an Umbra Magni trade delegation making too many friends — the same houses that would not share a pier with each other two weeks prior arrive at the threat with unified operational plans and a single spokesperson.
Adventurers who carry cargoes or escort contracts into Azure Isles waters quickly discover that working outside Convocation-approved channels means navigating a coordinated system of unofficial obstacles: port fees assessed for dubious reasons, favorable berths permanently occupied, and pilot services unavailable on short notice. Obtaining a Convocation letter of introduction is expensive and usually requires performing a service the member houses prefer not to have on their own ledgers.
