The Broken Semaphore

Public lore preserves the setting's disagreements and uncertain histories.

Spy Exchange — Voided Zone#

"Everyone in that tower is trying to kill someone in the same room. Everyone in that tower needs everyone else in the same room to stay alive long enough to do business. It makes for very polite conversation." — Khavari Bent Standard agent, debriefing record

The Magnus Empire's coastal signal tower network covered the entire Whale Bone and Sapphire littorals, relaying administrative traffic via mirrored semaphore at speeds that made the empire's logistics possible. Most towers are long dead. A handful on the outer Voided Zone islands have been relit — not by any government, but by the Broken Semaphore, a neutral market for sea-lane intelligence, relic rumors, and navigational intelligence about the zone's shifting hazard geography. The mirrors still work. The signals now carry asking prices.

The Semaphore operates from one primary tower and three secondary relay stations, each staffed by a keeper who is formally affiliated with no state and practically indebted to many. Information is brokered on a fixed-rate basis: sea-lane warnings sell at one price, faction intelligence at another, and relic location data at a third that reflects the combination of its value and the mortality rate associated with obtaining it. Multiple parties may purchase the same information; the Semaphore does not guarantee exclusivity and does not pretend to. Its value is in aggregation — it knows things that no single state's intelligence service can observe independently.

Violence at the Semaphore's stations is rare not because the parties present are principled but because every intelligence service currently operating in the zone has calculated that destroying the exchange is worse than the intelligence losses it occasionally causes. The keeper at the primary tower maintains a dead-drop protocol with three separate parties who would, in the event of her death, simultaneously release dossiers about the others' operations in the zone. She has explained this arrangement openly to all three parties, which is why she has been operating without serious incident for eleven years and does not expect to stop.
