The Cinder Mantle Legates

Public lore preserves the setting's disagreements and uncertain histories.

Iron Law Order — Courts, Marches, and Problem Provinces#

"When the Legates arrive, the bandits stop, the corrupt judges resign, and the noble with the private dungeon suddenly remembers prior business elsewhere. The price is that they never quite leave." — provincial administrator, Reach interior

The Cinder Mantle Legates are a judicial-military brotherhood operating fortified chapter houses embedded in unstable courts, contested marches, and provinces where ordinary law has failed catastrophically. Their founding conviction, forged in the chaos immediately following the Magnus collapse, is that civilization survives only when law can genuinely frighten predators — noble, common, or monstrous equally. Legates are trained as jurists, investigators, and combatants in sequence, emerging as officers who can try a case, execute a sentence, and defend a courthouse against armed resistance in the same week.

Chapter houses operate under negotiated charters with local authorities, but Legate jurisdiction is deliberately written to override local courts in cases of defined severity. They maintain their own prison cells, their own appellate records, and their own sentence-enforcement arm. Critics note that no external body reviews Legate decisions; the brotherhood answers only to its own high council, whose composition and location are treated as internal matters.

The Legates' hidden danger has become visible over the past generation: chapters that spend decades managing crisis provinces begin to prefer exceptional authority over ordinary government, and have twice now declined to relinquish jurisdiction after stability returned. Adventurers who serve as Legate auxiliaries gain access to remarkable legal protection and institutional backing; those who cross an active investigation discover that the organization's capacity for due process is flexible when it decides a threat requires preemptive resolution.
