Public lore preserves the setting's disagreements and uncertain histories.

"You can tell a Cindercap camp by the smell of hot metal and the fact that things you thought were trash are arranged in patterns you eventually realize are functional. Their aesthetic is chaos. Their actual organization is not." — Reach militia officer
The Cindercap Tribes are a sprawling network of goblin communities spread across the badlands warrens, kiln-villages, trash forts, and scavenger camps of the post-collapse interior. Hundreds of nominally autonomous tribes are tied together through a combination of marriage-theft customs — ceremonial raiding of compatible partners between clans — and bonfire festivals at seasonal markers where disputes are resolved, alliances renewed, and technological knowledge distributed. Human observers consistently underestimate the Cindercaps because the surface presentation is chaotic, loud, and spectacular in its apparent disorganization.
In practice the tribes are the post-collapse world's premier salvage culture. Cindercap knowledge of imperial construction materials, powder compounds, alchemical reagents extracted from degraded stockpiles, fungal pharmacology, and tunnel-route geography is without parallel. What looks like a trash fort is often a partially reconstructed imperial manufacturing node whose output the local tribe has been profitably diverting for decades. Cindercap trade in tunnel surveys, processed alchemical components, and salvaged mechanisms moves through the Night Coin Parliament and its own informal networks simultaneously.
The tribes present as raiders because raiding is easier to explain to outsiders than the complex commercial and technical operation underneath. Adventurers who penetrate this facade and reach a bonfire-festival with appropriate gifts and genuine curiosity gain access to tunnel knowledge, alchemical supply chains, and salvage intelligence that no other organization can provide. They also gain the ongoing professional assessment of goblin opportunists who are deciding whether a new acquaintance is more valuable as a contact or as a future salvage item.
