The Hundred Cairns
Public lore preserves the setting's disagreements and uncertain histories.
Bandit Nation — Broken Hill Country and Old Watchroads#
"The garrison can't catch them because the garrison eats Cairn-provisioned bread and sleeps in Cairn-tolerated billets and reports to officers whose salary the Cairns know to the penny. The hills have their own government. We call it banditry because the alternative requires admitting we've lost." — provincial prefect's unsent report
The Hundred Cairns is an outlaw society with its own customary law, territorial markers, and institutional structure operating across the broken hill country, old imperial watchroads, and shepherd valleys of the frontier interior. The cairn-marking system that gives the organization its name delineates neutral ground, passage fees, sanctuary zones, and territorial claims with a precision that rival states quietly respect despite refusing to acknowledge officially. Cairn judges travel regular circuits, arbitrating disputes between member bands and between the Cairns and settled communities that have reached accommodation.
The organization is impossible to eradicate because it has become economically essential to the communities nominally oppressed by it. Cairns provision hill villages during hard winters, absorb displaced persons from frontier wars who would otherwise starve or turn feral, provide the only reliable courier service through several mountain passes, and launder tax revenues in ways that benefit both the collectors and the communities paying them. Every suppression campaign in living memory has ended with a tacit arrangement that looks remarkably like the previous status quo.
Cairn leadership rotates through a council of senior judges whose authority derives from demonstrated knowledge of Cairn law rather than violence. This institutional structure makes the organization surprisingly stable: individual bands can be destroyed without affecting the broader organization, and new bands absorb the displaced membership and their obligations within a season. Adventurers who receive Cairn passage-marks gain genuine safety through enormous stretches of frontier territory; those who violate Cairn law discover that neutral-ground markers are enforced by every band in the region simultaneously.
