The Ink Falcon
Public lore preserves the setting's disagreements and uncertain histories.
Counterintelligence Bureau — Pashara#
"He used three slightly different spellings of his own name across seven documents. That was enough. The Ink Falcon does not need a confession." — Pasharan registry official, retired
Pashara's satrapal system generates vast amounts of administrative documentation — trade licenses, caravan manifests, property registries, census records, court proceedings. The Ink Falcon exists to read all of it simultaneously, cross-referenced against everything else. Their offices occupy the upper floors of registry buildings in every major city, staffed by archivists with formidable memories and a practised ability to identify the single document in ten thousand that does not quite match its neighbors. They do not surveil the population; they surveil the records that the population creates.
Their methodology is patient and almost entirely passive until the moment it is not: months of cross-referencing seal impressions, handwriting variations, and witness signatures, accumulating into a dossier that is essentially complete before any arrest is made. The Ink Falcon prefers to watch a network operate long enough to map all its nodes before closing it, which means foreign agents operating in Pashara are sometimes allowed to function for years before discovering that every contact they made was already documented. The psychological effect on the intelligence services of rival states is considerable.
The bureau's weakness is institutional: it is excellent at detecting deception through documentation and genuinely poor at operating in environments with minimal records. The Khavari steppe, the Vorngard harbors, and the Voided Zone all fall outside its effective reach. Adventurers who understand this boundary can sometimes negotiate a productive relationship with the Ink Falcon — providing field intelligence in exchange for access to their cross-referenced records, which represent the most comprehensive picture of Pasharan internal politics available to anyone.
