The Luminous Claimants

Public lore preserves the setting's disagreements and uncertain histories.

Imperial Holdout — Fortified Basilicas and Signal Towers#

"They still mint coins. Good silver, proper weight, the old stamp. I spend them because they are worth spending, not because I believe any of the rest of it." — factor, eastern relay road

The Luminous Claimants are the most institutionally coherent of the post-collapse legitimist factions, distinguished from nostalgic aristocrats by the fact that they still perform, with considerable competence, many of the administrative functions the Magnus Empire once provided. Operating from a network of fortified basilicas converted from imperial administrative centers, the Claimants maintain certified coin standards, staffed ceremonial magistracies, and a functioning signal-tower relay network connecting fourteen surviving relay stations across the central and eastern Reach. They are not pretending to govern; they are governing, in the spaces where no one else is doing it well enough to object.

The Claimants recruit methodically: ex-imperial clerks, trained surveyors, former relay-station operators, and any magistrate whose appointment predates the collapse and is willing to re-swear oaths to an institution rather than a person. Their intelligence arm maps surviving roads, catalogs which forts are structurally sound, and maintains dossiers on every significant political actor in the Reach. They are waiting for a specific convergence — a military crisis large enough to make their administrative infrastructure indispensable — at which point they intend to present themselves as the obvious solution.

The Claimants' vulnerability is their institutional conservatism: they are genuinely committed to restoring the old system rather than building something adapted to present conditions, which means their plans depend on circumstances that may never recur. Several internal factions have begun arguing for a 'reformed continuity' position that would adapt imperial institutions rather than restore them, producing schisms that external actors are actively working to deepen. Adventurers hired by the Claimants tend to find themselves running the kind of errands that don't appear on official manifests: recovering sealed archive-caches, verifying the loyalty of relay-station personnel, or investigating why a signal tower went silent three weeks ago.
