The Oar-Tally
Public lore preserves the setting's disagreements and uncertain histories.
Sea-Clan Syndicate — Vorngard#
"The Tally knows what every captain owes and what every captain is owed. That is not a comfort. That is a threat."
The Oar-Tally is Vorngard's closest approximation of a central institution — an accounting and arbitration fellowship that turns the chaos of raiding, tribute collection, and whale harvest into something approaching enforceable law. Founded by a confederation of senior ship-accountants who grew tired of watching feuds destroy profitable alliances, the Tally maintains ledgers recording every sworn share, every outstanding blood-debt, every uncollected tribute obligation, and every alliance oath made on open water.
Its power is entirely reputational — the Tally commands no fleet and fields no soldiers — but that reputation is formidable. A captain whose name appears in the Tally's red columns as a debt-defaulter or oath-breaker will find harbors closed, crew unwilling, and supply lines mysteriously unresponsive. Conversely, a captain cleared by the Tally after a disputed prize or a contested inheritance gains standing that coin alone cannot purchase. The Tally's senior assessors travel aboard neutral vessels and are extended hospitality even by rival clans, since everyone eventually needs their services.
The hidden complexity of the Tally is that its ledgers contain information valuable far beyond Vorngard waters — trade volumes, fleet compositions, political debts between clans, and the names of captains available for hire. Foreign powers quietly court Tally assessors; some have accepted retainers from Umbra Magni, the Azure Convocation, and parties less easily identified. Adventurers seeking passage, information, or introduction into Vorngard clan politics will find the Tally the single most useful neutral institution in the north — assuming they can afford neutrality's price.
