The Pearl Court of Cinders

Public lore preserves the setting's disagreements and uncertain histories.

Free-Port Nobility — Corsair Coasts#

"If you receive an invitation, you should be flattered. You should also make sure someone knows where you went." — Advice circulating in free-port taverns

The Pearl Court of Cinders occupies the reclaimed governor's palace above the largest pirate harbor on the Corsair Coasts, its terraced galleries looking down on wharves thick with stolen cargo and the masts of ships flying no honest flag. The merchant-princes who compose its membership made their fortunes through smuggling, privateering letters sold to whoever was paying, and the patient excavation of imperial salvage from wrecks along the old Magnus trade lanes. They dress in the manner of imperial nobility, speak its formal registers, and govern their affairs according to a mock-constitutional charter drafted with considerable wit and no sincere intention of following it.

The Court's true business is conducted at its celebrated masquerades, where the same chandeliers illuminate marriage negotiations between pirate dynasties, betrayals arranged between rivals who arrived together, and assassination contracts written on paper embossed with pearl-shell. The masquerade format is not incidental — deniability is a form of courtesy here, and the masks allow principals to claim they were elsewhere when terms were struck. The Court maintains a small fleet of fast dispatch cutters entirely devoted to carrying correspondence too sensitive for ordinary post.

Outsiders who obtain an invitation — a rarer thing than it appears, since false invitations are also in circulation — quickly discover that the Court's members are far more dangerous than their silks suggest. Several of the merchant-princes are former corsair captains personally responsible for the destruction of naval expeditions sent to shut the harbor down. Adventurers who perform useful services for Court members are paid generously; those who learn too much are invited to a second masquerade and rarely attend a third.
