The Red Sails Concord

Public lore preserves the setting's disagreements and uncertain histories.

Corsair Syndicate — Southwestern Coves and Reef Harbors#

"The ransom was paid, the hostages were returned unharmed, and the receipt was itemized. I have dealt with legitimate shipping companies that showed less professional courtesy." — factor, Crestavar coastal office, 107 AR

The Red Sails Concord emerged from the post-collapse chaos of the southwestern sea lanes as the institution that finally imposed a workable order on the region's piracy economy. Rather than suppressing the corsair fleets — an ambition that had exhausted three successive naval powers — the Concord's founders standardized them: common ransom schedules graduated by cargo value and passenger status, salvage rights protocols allocating recovered goods between fleet, crew, and port of sale, and prize courts staffed by Concord-licensed adjudicators empowered to rule on disputed captures with binding authority. Pirates who operated within the Concord framework received access to port facilities, insurance against loss, and legal representation. Those who did not were hunted by the Concord's enforcement squadrons with the determination of professionals protecting a market.

The Concord's admirals enforce their contracts with a rigor that surprises first-time clients: ransoms are paid in full and on time, hostages are returned in the condition specified, and Concord crews that damage cargo beyond the agreed salvage percentage face internal fines and license suspension. This reliability is the product of ruthless self-interest — the Concord's value proposition depends on its counterparties trusting it enough to pay without resistance — but it functions as a form of genuine commercial law in maritime zones where no other authority operates.

The Concord's prize courts have begun extending their jurisdiction into disputes that are not strictly maritime: commercial disagreements between coastal merchants, debt arbitration for port-town factors, and increasingly the adjudication of inheritance disputes in coastal communities where the Concord fleet is the nearest approximation of an enforcement authority. Several southwestern port towns have informally accepted Concord court jurisdiction as their primary legal system, which the Concord neither requested nor discourages. Its admirals are pragmatic about the direction this is heading.
