Peasant War-Society — Hill Villages, Forest Monasteries, and Marsh Redoubts#
"The village horn sounded at midnight. By dawn there were three hundred people with tools and bad intentions standing between the lord's men and the grain store. I did not ask how they organized it so quickly." — traveling cleric, 106 AR
The Thorn Crown Leagues began as simple survival compacts among farming communities in the highland margins of the Reach, where the collapse of imperial road-patrols left villages exposed to banditry, predatory taxation, and the occasional monster outbreak without any recourse to external authority. Individual villages pooled labor for harvest mutual aid and shared sentries during dangerous seasons. The leagues' current form — a covert federation spanning perhaps three hundred communities across four distinct geographical zones — emerged gradually over sixty years of accumulated organizational infrastructure, hidden from scrutiny by its deliberate resemblance to ordinary rural mutual aid.
The federation operates through layered anonymity: village captains know only their immediate contacts; regional coordinators know only the captains in their zone; the central council — elected annually from nominees no individual captain can identify — maintains the grain-cache network, the system of horn-signal codes, and the records of which noble houses, taxmen, and toll-collectors have committed acts against member communities that have been formally logged for future reckoning. The Leagues maintain stocks of hidden weapons, preserved food, and emergency coin in sealed caches distributed across the region — some of which have been accumulating for three generations.
The Leagues' strategic objective is neither revolution nor independence in the abstract: it is the preparation of conditions in which, when the next significant crisis disrupts noble authority, member communities can resist resubjugation long enough to establish new terms. Several League coordinators have begun quiet contact with the Nine Bell Republics, whose doctrine of bell-tower sovereignty aligns closely enough with League objectives to suggest a possible future coalition — an alignment that at least three noble intelligence services are working to identify and disrupt before it matures.
